貨物船CSE CLIPPER EXPRESS乗揚Report published Oct 29, 2015
本船は、船長ほか19人(台湾籍10人、中華人民共和国籍9人)が乗り組み、秋田県秋田船川港秋田区で貨物の揚げ荷を行った後、空船状態(船首約4.20m、船尾約5.75mの喫水)で、平成27年3月10日12時00分ごろ台湾台中港に向けて出港した。 船長は、13時00分ごろR/UP(機関室のスタンバイ解除)を号令して航海士及び操舵手の当直体制とし、無線室で書類の作成を行っていたところ、西方からの風波が強くなってきたことを認め、操舵室に戻り、自動操舵から手動操舵に切り替えた。 船長は、秋田船川港を出港する前に船舶代理店から受け取った気象情報で、岩手県三陸東方90M付近にある低気圧が発達しながら北上していることを知っており、低気圧が本州から離れて風波が収まるまで風波を本船の右舷斜め前方又は左舷斜め前方から受けながら航行しようと思い、船首を南西又は北西として続航した。 本船は、15時00分ごろ、風力10
