AIS-detectedGenerated Nov 4, 2026 · revision 1
Summary
Of 2,007 ships currently designated on 5 sanctions lists, 154 made at least one port call Voydar observed on AIS in October 2026: 293 calls at 29 ports in 12 countries.
In September 2026 Voydar observed 153 calls by the same ships (+91.5%).
Most calls were in Russia (229); the port with the most calls was Ust'-Luga (92).
Designations as of Nov 4, 2026: ships on these lists when the report was generated. A ship designated later is not counted for this month.
Counts follow AIS receiver coverage. Across the whole network, observed calls by designated ships went from 153 in September 2026 to 293 in October 2026. A port or waterway that moved by about the same proportion did not necessarily change at all; compare shares, not counts.
In this report: Ust'-Luga, Primorsk (Koivisto), Saint Petersburg (ex Leningrad), Korsakov, Kumport

Limits
- Designations are the lists' own facts, matched to ships by checksum-valid IMO number only. A ship on several lists counts once in the totals and once per list in the list table.
- Calls are Voydar's observations. Ships that switch off or falsify AIS, or call where no receiver hears them, are not counted: an absence of calls is not evidence of no activity.
- Flags are as printed by the lists, not the flag a ship broadcasts on AIS; lists differ in how they spell them.
- Verify any designation with the publishing authority before acting on it.
