本船は、船長ほか22人(全員フィリピン共和国籍)が乗り組み、平成25年6月7日08時30分ごろ水先人が乗船し、右舷船首及び右舷船尾にタグボート(以下「タグ」という。)を各1隻取り、石炭21,104tを積載し、船首約8.86m、船尾約9.88mの喫水をもって08時45分ごろ、千葉港沖の錨地で補油を行うため、千葉港千葉第4区中袖所在のバルクターミナルの受入桟橋を離桟した。水先人は、入船左舷着けしていた本船を受入桟橋の前面に引き出し、08時50分ごろ右回頭を始め、08時54分ごろ約125°回頭してほぼ袖ケ浦水路(以下「本件水路」という。)の中央に至り、船首が約289°(真方位、以下同じ。)を向いている頃、右舷船首約30°に船首を東北東に向けていた釣り船を認めた。水先人は、釣り船が本件水路の中央で東方に向いているので、本船が接近すれば、本船の船首方を横切って航走するだろうから、右回頭を続けて釣
