本船は、船長ほか17人(全員中華人民共和国籍)が乗り組み、船長が操船指揮を執り、航海士が主機操縦レバー、甲板員が操舵装置にそれぞれつき、係留索を放ち、飛島ふ頭98号岸壁(以下「本件岸壁」という。)を離岸した。 本船は、左舷錨を巻き上げてから後進して本件岸壁の西方に向かい、船首が本件岸壁に向いたところで主機を止めた後、主機を前進にかけて右舵を取り、右回頭して船首を南方へ向けた。 本船は、右舷船首の名古屋港飛島ふ頭西灯浮標(以下「西灯浮標」という。)の西方沖に向けて右回頭しようと主機を極微速力前進にかけ、右舵約10°を取って航行したところ、船長が右舷側からの西風の影響で船首方位の変化が少ないことに気付き、右舵一杯としたものの、平成27年5月13日16時47分ごろ西灯浮標付近の浅瀬に乗り揚げた。 船長は、GPSの表示で本船の速力がないことに気付き、主機を止め、船舶代理店に乗り揚げたことを連絡した
