A船は、船長Aほか18人が乗り組み、船首約8.3m、船尾約8.9mの喫水により、京浜港東京第2区の品川ふ頭D岸壁(以下「D岸壁」という。)で着岸作業を行っていた。船長Aは、船橋で操船の指揮を執り、機関と舵を適宜使用し、品川ふ頭C岸壁(以下「C岸壁」という。)に左舷着けで係留していたB船の船首方に位置するD岸壁へ左舷着けしようとした際、B船に接近し、平成26年8月12日12時08分ごろ、A船の船橋の左舷側外板とB船のクレーンのブームの先端とが衝突した。 B船は、A船により船首方へ約7~10m引きずられ、左舷外板、クレーン等を損傷した。 A船は、着岸作業を継続し、12時12分ごろD岸壁へ着岸した。
