貨物船OCEAN ARTEMISは、船長ほか20人が乗り組み、岡山県倉敷市水島港に向けて北東進中、また、潜水艦そうりゅうは、艦長含め約90人が乗り組み、船体の全てが海面下に没した状態から潜望鏡等の一部を海面上に露出することのできる深度まで上昇しながら南南東進中、令和3年2月8日10時58分ごろ、高知県土佐清水市足摺岬南南東方沖において、両船が衝突した。そうりゅうは、乗組員3人が負傷するとともに右舷潜舵(セイル(艦橋等が設けられた船体上部構造物)の両舷に装備された1枚舵)の曲損等を生じ、OCEAN ARTEMISは、球状船首部右舷外板に亀裂を伴う凹損等を生じた。
