本船は、船長ほか16人が乗り組み、ベニヤ合板6,088.64tを積載し、船首約6.45m、船尾約7.12mの喫水により、那覇港の新港ふ頭新港7号岸壁(以下「7号岸壁」という。)に入船左舷着けして一部の揚げ荷を行うため、船長が、本船を7号岸壁と平行とし、後進をかけ、岸壁に寄せるつもりであったものの、船尾が先に7号岸壁に向いたので、着岸するのは難しいと思い、7号岸壁を通過して着岸をやり直すこととした。 船長は、7号岸壁を通過した後、本船を右回頭させ、約4ノットの対地速力で航行し、7号岸壁の東方で7号岸壁に向けて右回頭しようとしたところ、右舷前方から入港する2隻の船舶があり、その手前で右回頭するのは危ないと思い、2隻目の入港船が通過した後に7号岸壁の南東方で右回頭を始めることとした。 船長は、本船の操縦性能試験において、右回頭における旋回径が約350mであったことを知っており、7号岸壁との平行距
