A船は、船長A及び航海士Aほか13人が乗り組み、2014年7月24日02時40分ごろ、福岡県福岡市博多港に向けて大韓民国釜山港を出港した。航海士Aは、甲板手と共に航海当直に当たり、自動操舵で針路を124°(真方位、以下同じ。)に設定し、約17.0ノット(kn)の速力(対地速力、以下同じ。)で対馬北東方沖を航行していたところ、05時10分ごろ、左舷前方約3Mの所にB船を認めたが、A船が保持船なのでB船が避けるものと思い、針路及び速力を保持して航行した。航海士Aは、B船が進路、速力を変えずに接近してくるので、汽笛を鳴らし、昼間信号灯を照射して注意を喚起したが、B船が至近になって衝突の危険を感じ、甲板手に手動操舵に切り替えて右舵一杯を指示して右回頭中、05時21分ごろ、三ツ島北東方沖において、A船の左舷後部とB船の右舷船尾部とが衝突した。 B船は、船長Bほか甲板員2人が乗り組み、いか一本釣り
