  A船は、船長Aほか16人(全員ミャンマー連邦共和国籍)が乗り組み、大韓民国光陽港を出港し、大分県津久見市津久見港に向け、約10.5ノット(kn)の速力(対地速力、以下同じ。)で、馬島西方沖を南進していた。 船長Aは、関門海峡通航に備えて昇橋して操船指揮を執り、平成26年9月29日23時40分ごろから当直交替した航海士を見張りに、甲板手を操舵につけた。 船長Aは、30日00時00分ごろ、馬島西方の片島から藍島南端に引かれたAS位置通報ライン(以下「ASライン」という。)を通過し、関門海峡海上交通センター(以下「関門マーチス」という。)に位置通報を行った際、関門マーチスからA船の左舷前方からASラインに向かうB船が反航している旨の情報を受けた。 船長Aは、00時02分ごろ関門マーチスにB船と左舷対左舷で航過する旨を回答し、B船の動静を見ていたところ、右転する様子を見せないで接近するので、注意を
