    A船は、船長Aほか20人(全員フィリピン共和国籍)が乗り組み、パルプ約63,000t及び板材約8,000tを積載し、静岡県清水港に向かった。 船長Aは、平成26年6月18日05時16分ごろ、レーダーで、右舷船首方約2MにB船を認め、その後B船が清水港内に向けて左転したことから、B船と進路が交差する態勢となったことを認めた。 船長Aは、A船がB船を避航する立場にあると思ったが、速力が速いA船の方が先に検疫錨地に到着するので、B船を避航する状況にはならないと判断し、05時26分ごろ(テレグラフロガーの時計には10分の遅れがあり、実際は05時36分ごろであった。)機関を停止し、その後惰力で検疫錨地に向けて北北西進した。 船長Aは、B船が、水先人Bを乗せた後、増速し、港内航路の入口に向けて左転を開始したので、前路で互いに接近する状況となったことを知った。 A船は、船長Aが、既に速力を落としていたの
