  A船は、船長Aほか20人(全員フィリピン共和国籍)が乗り組み、木材約30,448tを積載し、船長Aが操船指揮を執り、航海士1人及び甲板手2人が船橋当直につき、機関を半速力前進にかけて約8ノット(kn)の速力(対地速力、以下同じ。)で、広島県呉市呉港に向けて野忽那島南方沖の釣島水道を北東進した。 A船は、安芸灘南航路第1号灯浮標(以下灯浮標については、「安芸灘南航路」を省略する。)に並ぶ手前から針路を徐々に左に転じて北北東進を始め、平成25年2月12日00時48分ごろ第1号灯浮標を左舷側に見て通過した。 船長Aは、野忽那島東方沖を北北東進中、右舷船首方の同じ方向に南西進する2隻を視認し、2隻のうちA船に近い方の船(以下「C船」という。)が船首方を通過した00時52分ごろ機関を微速力前進にしたところ、C船の後方にいたB船の左舷灯を右舷船首方21.5°1.48海里付近に認めた。 船長Aは、C船が
