  A船は、船長A(タイ王国籍)及び航海士Aほか18人(全員タイ王国籍)が乗り組み、スチールコイル約4,301tを積載し、航海士A及び操舵手Aが船橋当直に就き、約13ノット(kn)の速力(対地速力、以下同じ。)で、山口県光市沖の錨地に向け、伊予灘の推薦航路線に沿って自動操舵により南西進した。 航海士Aは、右舷前方に同航していたB船の左舷側を追い越す態勢で航行中、伊予灘航路第8号灯浮標(以下「第8号灯浮標」という。)付近において、B船が右転したことを知り、B船がA船と同じ光市沖方面に向かうものと思い、第8号灯浮標を通過した頃、操舵手Aに‘第8号灯浮標から光市沖方面に分岐する推薦航路線’(以下「本件推薦航路線」という。)に沿う針路241°(真方位、以下同じ。)を指示した。 操舵手Aは、航海士Aの指示を受け、手動操舵に切り替えて右舵を取り、針路を約241°として自動操舵に切り替えたところ、B船が左舷
