本船は、船長ほか20人が乗り組み、水先人が水先を行い、自動車1,197台を積載し、関門航路を兵庫県東播磨港に向けて航行した。水先人は、平成24年12月12日04時20分ごろ、約144°(真方位、以下同じ。)の針路、約12.2ノット(kn)の速力(対地速力、以下同じ。)とし、関門航路第10号灯浮標(以下、「関門航路」を冠する灯浮標の名称は、これを省略する。)を右舷側に見て南東進中、本船の船首方約0.7~1.0海里(M)の所を約9~10knの速力で南東進する船舶(以下「A船」という。)が航行していたが、本船の速力を落とすと舵効が悪くなると思い、A船の左舷側を追い越すこととした。水先人は、レーダーを1.5~3Mレンジに適宜切り替えて監視し、本船とA船との速力差から、第24号灯浮標付近でA船を追い越すことができると思い、航行を続けたところ、同灯浮標付近でA船と並んで航行することとなり、本船と右
