本船は、船長ほか19人が乗り組み、合板を約2,998m3積載し、船首約4.7m、船尾約4.8mの喫水により、木更津港外の錨地を出発し、木更津公共ふ頭G岸壁(以下「本件岸壁」という。)に向かった。船長は、船橋で操船指揮に当たり、三等航海士を機関操作に、当直甲板手を操舵にそれぞれ当たらせ、木更津港内に入って航路を東進し、船首と木更津公共ふ頭北西端までの距離が約300mとなったとき、機関を種々に使用して速力を減じ、本件岸壁に向かって約2ノットの速力で航行した。本船は、減速後、左舷正横から風速約13m/sの北の風を受けて次第に右舷方に圧流されるようになったことから、船長が船首を木更津公共ふ頭から離そうとしたが、木更津公共ふ頭に向かう態勢で徐々に接近し、平成24年11月2日06時55分ごろ右舷前部が木更津公共ふ頭北西端に衝突した。
